Yogurt a458608322 BattleCommand changes

New targeting flags for BattleCommand and TargetFind. (This breaks
combat until new BattleCommand data is in)
Changed MP and TP to shorts in BattleCommand to handle cases where they
might go negative. (might not be correct?)
